Abstract

A variety of interpretations of the concept of sustainable development have been explored. Improvement of the existing model of sustainable development through its expansion of technological and scientific component was suggested. In line with the proposed Sustainable Development Model, a new definition of the concept has been introduced. Advantages and disadvantages of ecocentric, economical and sociocentric approaches to the implementation of the Sustainable Development Concept were presented. The goals of global development with a focus on non-discrimination in the labor market and poverty eradication have been demonstrated. The relation between economic development and social progress of the country was outlined. The dynamics of the Social Progress Index of Ukraine, as an indicator of achievements in the social economy, was presented. The dynamics of employment of vulnerable groups of population in Ukraine and the dynamics of expenditures from the state budget for social protection payments were presented as interrelated aspects. The inconsistency of the current employment policy of Ukraine with the needs of the modern demographic composition of the state population was substantiated in the article. Identification of socially disadvantaged categories of population was provided and a factual list of the most vulnerable population groups in Ukraine was provided. Positive prospects for effective implementation of the reform of social protection services in Ukraine have been described. The need for balancing the social economy and budget expenditures of Ukraine, increasing the number of economically active population of Ukraine, overcoming poverty and promoting the inclusion of certain social groups in society was actualized. Increased attention to the need to introduce innovative approaches in public employment policy and change of principles and doing business was suggested. In particular, it was suggested to focus on expanding programs to promote CSR.
