Abstract

Housing and communal services of Ukraine continues to be a prime example of inefficient use of fuel and energy resources in the country. Adoption of regulatory acts was the first step in implementing the principles of biosphere compatibility of new construction and reconstruction of existing buildings and structures. However, some provisions require some clarification and addition. For example, the recommended replacement of primary fuel — natural gas — for the needs of alternative systems of buildings and structures creates a number of problems. Increasing environmental pollution is one of them. The article develops existing methods for energy certification of residential buildings by introducing indicators characterizing the maximum specific emissions of pollutants and greenhouse gases into the atmosphere. Ecological and economic comparison of the effects of the use of various organic fuels for the needs of autonomous energy supply of residential buildings, the impact of combustion products of fuels on the environment has been made. Obtained environmental indicators that characterize the needs of residential buildings can be interpolated for both centralized energy supply systems and for public buildings and structures. Research shows that replacing natural gas with alternative fuels only complicates the problem of rising levels of environmental pollution and global warming. Thermo-modernization of the outer shell of the building can significantly reduce its energy consumption and leave only natural gas as the primary fuel, which is at the same time the most environmentally friendly organic fuel. The estimated emission values and the environmental pollution payments will make it possible to improve proposals for financing energy-efficient projects, and to make information about the expected effects of the sustainable development model in the housing and communal services of Ukraine more accessible. The results of the conducted research may be the starting point for introducing changes to the regulatory support for ecological certification of buildings, assessment of prospects and development of economic policy of «green building» and reconstruction of the existing development of settlements in Ukraine.
