EVALUATION OF INNOVATIVE POTENTIAL OF TRANSPORT INFRASTRUCTURE

Despite the considerable research on evaluation and formation of innovation potential of enterprises, little attention has been paid so far to assessment of the innovation potential of the state transport infrastructure that takes into account all the factors. The article develops a methodical approach to assessment of the innovation potential of transport infrastructure, that addresses the strategic orientations of enterprises and all the factors involved in its formation. Development of the methodological approach to assessing the innovation potential of transport infrastructure enterprises is important both in theory and in practical terms. The paper analyzes the existing approaches to assessing the innovation potential of enterprises, and the author suggests that three main groups of approaches should be distinguished: systematic, effective and diagnostic approaches. The analysis of approaches to assessment of innovation potential has determined that there is no consensus in the scientific literature regarding the methodological support of innovation potential of enterprises. The unity of opinions is observed in the choice of the resulting indicator; most authors use an integrated indicator. It has been determined that at the present stage the innovation potential of the transport infrastructure should be assessed in a comprehensive manner, that considers the existing experience. The author has developed an algorithm for assessing the innovation potential of transport infrastructure, which includes nine stages. The system of indicators for assessing innovation potential of transport infrastructure is substantiated, it includes the following indicators: the volume of external R&D in transport infrastructure; the volume of internal R&D in transport infrastructure; personnel innovation; technical level; financial results of transport enterprises; production results of transport enterprises. In order to identify the strengths and weaknesses of the transport infrastructure, the author proposes a SWOT analysis of the innovation potential. The obtained results, which include an improved methodological approach to assessment of innovation potential, offer the possibility of further research into the innovation development of transport infrastructure enterprises.
