ECOLOGIZATION OF STAKEHOLDER ACTIVITIES ENERGY SUPPLY BASED ON BIOSPHERIC COMPATIBILITY

Abstract

The existing energy market in Ukraine in comparison with the European one and the ways of its further transformation on the conditions of biosphere compatibility are analyzed. The use of renewable energy sources is one of the most important areas of modern energy policy, aimed at both improving the environment and saving traditional fuel and energy resources. Adopted laws and regulations have contributed to the rapid growth of «green» energy in Ukraine. Currently, the uncontrolled construction and commissioning of exclusively solar power plants at a rate that exceeds the planned indicators has posed a threat to the energy security of our country. At the same time, other types of renewable sources, which in the vast majority can be used to balance the energy market, are underdeveloped. As a result, units of state-owned nuclear power plants, which produce the cheapest electricity, are shut down. And the regulation of uneven energy consumption is performed by one of the most expensive in the world and the most dangerous for the environment thermal coal generation. Such measures significantly increase both the purchase price of electricity and the price for end consumers. The action plans adopted by the Government of Ukraine to overcome the negative phenomena in the electricity sector are partial in nature and do not eliminate the root causes of their occurrence. The necessity of transformation of the electricity market, which is produced from alternative sources, is substantiated. The priority of public policy should be to replace the special «green» tariffs, which have already fulfilled their role, with energy auctions, which have proved their effectiveness in Europe. The meaning of the process of ecological and energy optimization is not the replacement of one energy source by another, but economic and industrial transformation, decarbonization and decentralization. To address these issues, measures are proposed to improve the requirements of current regulations and legislation in Ukraine to regulate the energy sector by introducing greater competition in the domestic market, European technical standards and transparent rules of regulation, a better investment climate. As a result, the contradictions between ensuring social protection of the population of the state and the introduction of market principles of management in the energy sector of Ukraine must be overcome.
