Abstract

Performance appraisal is closely related to employee promotion. Promotion is very important for every employee, especially civil servants (PNS). For employees who hold certain functional positions (JFT), promotion is included as an optional promotion. so they have to collect the credit score needed to propose a rank/position higher than that. JFT promotion proposals have a shorter time than regular promotions, but in fact there are several functional employees who experience problems in proposing ranks. This research wants to try to reveal the social situation deeply that causes these functional employees to experience obstacles. This study used a qualitative paradigm with a phenomenological approach. Through in-depth interviews, key informants were selected by purposive sampling of JFT employees who had constraints, then analyzed by following the model of Miles and Huberman. The results showed that JFT employees who have problems in promotion are due to difficulties in obtaining credit points from routine assignments. Other findings indicated that the credit score assessment team (PAK) for certain positions does not exist at the Ministry of Education and Culture, so it must be sent and assessed by other related agencies. In addition, it was also found that the available job maps for certain positions were not available, so proposals for promotion could not be processed
