Modern Practice of Libraries Participation in Communication between the Authorities and Society

The article deals with the issues of communication practices of libraries in the dialogue between the authorities and society. The scientific substantiation of the necessity of such communication for the promotion of democratic transformations in the country is conducted. It is emphasized that today libraries are centers of access to information, they provide information to citizens, provide information support for public authorities activity and management, create new communication links between state institutions and society, facilitate the involvement of citizens in the use of modern information infrastructure of the state. It is concluded that with the introduction of the European model of public relations, libraries face urgent issues concern with developing new approaches and tasks as a mediator in communication between the authorities and society.At present, the economic, political and social reforms taking place in the country have significantly transformed the place and role of libraries in society, set new goals and objectives for them, intensified the search for new forms of activity, methods of servicing different user groups. There is an evolution of the social role of libraries, and their functions evolve and become more diverse. Along with information, cultural, and educational activities, libraries increasingly act as initiators of civic engagement, thereby contributing to the democratization of library affairs and society, the formation of social harmony and stability, socialization, and the development of intellectual potential of the community. The social purpose of modern libraries is to provide multidimensional social communications, and communication between government and society is its important component. Modern librarianship studies clearly identifies the need for a scientific understanding of such a communication system and its essential context. All this actualizes the need for the formation of new qualities of library and information activities, improvement of the entire communication system of modern libraries.
