Scientific and Organizational Providing of Publishing Activity in NAS of Ukraine (1993–2019): New Tendencies

The paper deals with fundamental change in Scientific Publication Council of NAS of Ukraine on the modern stage, and prospects of development of publishing activity in the epoch of electronic technologies and freedom of distribution of scientific products as well. It is marked strengthening of The co-ordinating role of Scientific Publication Council, when in the period of independance, unlike a previous period, was granted permission for publication of monographs, collections of conferences materials out of academic publishing house without any limitations in accordance with instututes academic councils decisions. Expansion of scientific products presence including electronic, in social networks, and development of new forms of publishing activity are stressed. The research accent is on creation, with introduction of internet-technologies, proper normatively-legal base that would regulate publishing activity in a new communication environment in social medias. Expansion of functions touched the analysis of world experience, collections development, working and generalization of statistical information on the annual publishing products of Academy of Sciences, collaboration from Information Library Council of NAS of Ukraine. Important issues are guidance to the relevant NAS of Ukraine establishments, such as the Scientific Thought Publishing House, Academic Periodicals Publishing House, and bookstores. An important aspect is the scientific and methodological support for the development of electronic technologies and the preparation of works in electronic form, as well as to promote the advancement of science and technology and the dissemination of scientific knowledge by various means required by the modern development of national science, as well as advisory assistance to the subjects of publishing of the NAS of Ukraine, in particular, publishers, editorial offices of periodicals, authors, units of scientific and technical information, scientific and publishing boards of institutions, etc.
