Foreign Libraries in the Development of Strategic Communications

Abstract

The article deals with some issues in organization of information support of strategic communications development in the processes of state formation, ensuring national interests, solving problems of global development.The research question relates to generalization of foreign libraries experience in introducing new approaches to cumulation of information, its dissemination, introduction into the system of strategic communication to achieve national interests and promote the goals of global development. The introduction of information and communication technologies into libraries practice, creation of multidimensional universal databases have created all preconditions for defining libraries as one of the important elements of strategic communications development in foreign countries.The main approach to utilizing libraries information potential in Europe and the USA is to meet users' diverse information needs, which in conjunction reflects the solution of a wide range of socioeconomic, cultural and political problems. From the perspective of solving global problems the possibilities of libraries information activities within the framework of IFLA's Library World Map initiative have been analyzed.It is concluded that libraries could be identified as one of the important elements in the development of strategic communications at national and global levels. By concentrating all kinds of information resources and organizing purposeful arrays of information, libraries thus seek to meet the diverse information needs of users, which reflect the solution of a wide range of problems of socioeconomic, cultural and political nature. From the point of view of organizational and technical, program and technological aspects of information activity the foreign libraries experience demonstrates realization of their information potential, conformity of their information services and products to the purposes and tasks of strategic communications development.
