NORMATIVE PER CAPITA FINANCING OF HIGHER PROFESSIONAL EDUCATION ON THE BASIS OF EDUCATIONAL VOUCHERS

Funding opportunities of domestic higher professional education system based on the educational vouchers mechanism in the context of transition to normative per capita financing are analyzed in the article. In considering this method of financing of higher professional education, the author tracked the history of its development in the Russian Federation, touched on the issue connected with lack of the standard definition of the concept "educational voucher" in the economic literature, noted the debatable question of its cost. As a result of this work both positive aspects, and significant shortcomings of the funding mechanism for the higher professional education on the basis of educational vouchers on the example of experiment on the introduction of this funding mechanism for higher professional education at the early 2000s were revealed. The author concluded that nowadays the mechanism of educational vouchers demands the careful revision; and the most relevant it is introduction of methods of financing of the higher school, less difficult in comparison with this mechanism.
