Abstract
In Colombia, one of the big problems has been to formulate agricultural policies that benefit the entire agriculture community, since the generated policies, have brought unexpected effects that in some cases have taken side impacts not so positive, in significant sectors of the farming community. The main reason is that the formulation process is a complex system, in which a large number of variables and various actors with different interests intervene. Additionally, the new millennium has brought new challenges in the agricultural sector, given by the concern of several nations in formulating policies that promote sustainable development. Understanding how sustainable development "needs of the present generation without compromising the ability of future generations, for their meet own needs" (ONU, 2018), which must balance 3 main axes which are: economic development, social development and the protection of the environment (ONU, 2018)
