Abstract

The method of comparative analysis is often used in the social studies. The choice of objects for comparison for using this method is very rarely argued which leads to the formation of false conclusion in research and false decisions in practice. Consequently, there is a scientific problem today which is the need to develop methods of comparative analysis of the study of public administration experience. According to the results of the analysis of research and publications, the existence of a scientific problem of the lack of methods of comparative analysis of the study of public administration experience was confirmed. The purpose of the article is to develop a method of comparative analysis of the study of public administration experience. The article proposes to apply the method of comparative analysis of the study of public administration experience developed by its authors which in contrast to the existing ones, makes it possible to identify similar objects of public administration for comparison. Following this approach in the formation (development) of public administration mechanisms increases the probability that in their implementation in the country there will be positive changes, as they will indirectly take into account the availability of the necessary resources. The development of the method of comparative analysis of the study of the experience of public administration was carried out on the example of social protection of retired military officers. By its content the developed methodology provides for the following components: 1. Formalization of the task of studying the experience of public administration. 2. Definition of the set of indicators for evaluating the mechanisms of public administration. 3. Identification of similar objects (countries) of public administration using the method of cluster analysis. 4. Analysis of mechanisms of public administration of similar objects (countries). 5. Synthesis of separate options of public administration mechanisms for the object under study. 6. Substantiation of proposals for the formation (development) of the mechanism of public administration for the studied object.
