Abstract

The ethical aspects of the development of civil-military cooperation (CIMIC) in the formations of the National Guard of Ukraine are considered in the light of the experience of Civil-Military Cooperation units of the Armed Forces of Ukraine and the National Guard of Ukraine in the area of the Counter-Terrorism Operation and Joint Forces Operation. The prospects of compulsory introduction of the Civil-Military Cooperation (CIMIC) system in the course of the fulfillment of appointed tasks during the armed conflict are disclosed. Based on the Armed Forces of Ukraine and NATO Forces experience, it is important to admit that the CIMIC is a powerful and effective tool in the hands of the commander. This experience should be learned and implemented in the planning of civil-military cooperation activities undertaken by the formations of the National Guard of Ukraine. Problems of the ethics of a particular military activity will always remain modern and actual. This given article at first time examines the ethical aspects of the development and functioning of the system of civil-military cooperation in the formation of the National Guard of Ukraine. The notions of morality, ethics and justice will always occupy a primary and foremost place in any society. Ethics of behavior of both individual servicemen and ethical evaluation of the activities of the National Guard of Ukraine military formations will always be the subject of public debate. This conclusion is especially true in the course of the NGU's fulfillment of its mission in the conditions of aggravation of the social-political situation in the country. Taking into account ethical aspects and practical expediency the proposals for the directions of optimization of activities in the interests of the CIMIC were developed. At the current stage of reforming and developing the National Guard of Ukraine, the problems of providing their units with comprehensively trained CIMIC specialists will come to the fore, which means that it is necessary to be ready for their solution.
