Where through qualitative methods, researchers try to find an understanding of an object. From the results of the study note that the implementation of industrial relations dispute resolution policies through mediation carried out by the Department of Manpower and Transmigration of Sumedang Regency has not been effective because of the unfulfilled variable size and policy objectives, resources, characteristics of implementing agencies, attitudes of the implementers, implementation activities and communication between economic, social and political organization and environment.
