Innovation investment principles harmonizing legal and regulatory documents

Abstract

The aim of the article. The aim of the article is to suggest conceptual foundations of innovation and investment development and harmonization of regulations in the environmental field state. The author proved that innovative investment approaches to adaptation and implementation of the legislation and regulations are in incurred costs of such measures. In case of delay processes of adaptation and harmonization of the cost of their implementation it may compare the price and consider economic stagnation state. The costs of adaptation advisable to include government programs, grants, funds of enterprises, receipts from the payment of taxes. Innovative options to attract funds are loans from international financial institutions and foreign direct investment to enterprises during the adaptation, implementation, harmonization of regulations.The results of the analysis. It is established that methodological approaches to calculating the cost of implementation of the EU directives are: assessment is based on the macroeconomic indicators in different countries; usage of specific indicators of costs; usage of specific patterns of settlement; score based on reference models and others. It is allocated that the transitional period after accession required for the implementation of investment-intensive directives. Vertical and horizontal structuring of the institutional sphere and its legal and regulatory support to the Ministry of Environment of Ukraine into a single management structure with resource departments.Conclusions and directions of further researches. Prospects for future research are to substantiate proposals agencies and organizations with effective implementation of horizontal and sectoral legislative and regulatory support, fundraising business for the use of European experience with greening all sectors of the economy on the principles of green economics in the context of Europe-2020.
