Problems and Countermeasures in Financial System of Chinese Rural Compulsory Education

Since entering the 21st century, our country has made significant progress in the reform of rural compulsory education finance, but there are still many problems. In order to construct the new system of rural compulsory education finance, three methods are proposed in the paper. Firstly, a fair education financial management system need to be established. Secondly, a general transfer payment system should be built. Finally, scientific educational budget single system should be taken into consideration.
