Abstract

The article proposes the study of factors which contribute and counteract innovative activities. Among them there are the factors of a legal, techno-economic, organizational and managerial, socio-psychological nature. The methodology of evaluation of results of innovative technologies implementation in logistics processes of units of the National Guard of Ukraine has been proposed. The indicators for evaluation of innovative development of the National Guard of Ukraine have been proposed as follows: – indicator of progressiveness of equipment which is defined as the benchmark performance ratio between operating equipment and reference one; – level of progressiveness of materials; – innovational level of personnel support. Indicators characterizing research and development activities have been determined by their direction, nature, completion stages, scientific and technical level and by their efficiency as well. The list of factors which identify ability of military unit to innovative development has been formed. It is based on availability of sufficient number and qualifications of personnel who implement research and development activities; based on availability of research and development papers which are ready for implementation as new products and technologies; based on sufficient research background and realization of relevant expenses for research and development activities and renewal of production as well. The generalized index of ability of a military unit to innovative development has been proposed.
