Assessment of the Consequence' Realization of Regional Industrial Policy in the Social and Economic Spheres of the Carpathian Economic Area

In today's economic conditions, the development of the domestic industrial complex remains the basis of social and economic development of the country. At the same time, the necessity of decentralization of state functions in the management of social and economic development of the regions, including the development of regional industrial complexes, substantiates the feasibility of carrying out scientific research on the development of strategies for industrial development of the regions. The application of the assessment of industrial potential of the regions is becoming an important tool for strategic planning and management of regional development. As the main parameters of monitoring (diagnostics) of the industrial complex of the region, the concept of the effectiveness of the measures system of regional industrial policy from the standpoint of the degree of achievement of the planned parameters and development results has been proposed. As performance parameters, it has been also advisable to determine the effectiveness of managing the regional economic system and ensuring a balanced social and economic development of the Carpathian economic area. The purpose of the article is to substantiate the disclosure of the main stages of systemic economic diagnostics of the industrial complex development of the region. In the course of research, the author has applied the basic methods of economic analysis, statistical methods of research, causal and consequential methods of economic analysis. The author has proposed a methodology for systematic economic diagnostics of the development of the region industrial complex, which includes the following stages: assessment of the correspondence of actual development parameters estimated by the main components of the mesoregion economy and its industrial complex; assessment of the effectiveness of management measures aimed at stimulating the development of the industrial complex of the Carpathian economic area; assessment of the development balance of the industrial complex of the region. The recommendations of the applied origin aimed at clarifying the constituents of the regional industrial policy of the Carpathian economic area have been formulated. It has been substantiated that an active regional industrial policy aimed at building an efficient, competitive and high-tech industrial complex in the region should be based on ensuring the balanced development of the region industrial complex. Further research will be aimed at substantiating the current tasks of development of the regions of the Carpathian economic area.
