Polyfunctionality of the Infrastructure of the Regional Labor Market in the Stage of Innovative Shifts in the Economy of Ukraine

Abstract

The current state of the infrastructural provision of the labor market in the regions of Ukraine is characterized by reform incompleteness of its structural and functional organization, imperfect functional, deceleration of optimization processes, which impede timely resolution of employment problems and raising of the living standards of the population. Consequently, there is a need to intensify the functional activities of all elements of the regional labor market infrastructure, the development of their new functions, adequate innovation and information model of economic development. The purpose of the article is to substantiate the essential filling of the modern infrastructure of the regional labor market as a polyfunctional system and to improve its functions in conditions of innovative development of regions of Ukraine. The research of the purpose involves the use of methods of historical analysis, induction and deduction. The article analyzes the historical conditions for the incipience, formation and development of the basic elements of the infrastructure of the national labor market in the period after 1991 inconnection with the policy of reforms. The problems of the contradictory and slow incipience of the institutional basis for the implementation of the labor market regulation policy and the lack of practical application in jointly-divided activities of the infrastructure units of function of coordination, distribution and motivation functions in the system of organization of labor use at the national and regional levels have been investigated. The scientific novelty of the study is a formulation of the author's interpretation of "infrastructure of the regional labor market" as a new polyfunctional system of interacting institutional actors with the multifaceted functions, which, under the influence of globalization, using the latest technologies, based on individual, cumulative and coordinated knowledge, adjusting approaches to management, continuously technologically and institutionally self-heals, rebuilds, modernizing the old ones, timely releasing from ineffective elements, builds new stable and strong infrastructural units that focusing on the inclusive demands of the society, based on real opportunities and the priority use of its own available resource potential of the region, create qualitatively new business conditions for effective employment, form new values for Ukrainian citizens, create equal conditions for development of human capital, provide a decent, comfortable and safe environment, provide social protection for all members of society. Practical significance is the development, systematization and application of general (target), specific (own and irreplaceable) and complementary (delegated, intermediary) functions of the regional labor market infrastructure as the basis for sustainable, inclusive, introvert and innovative development of the regional economy.
