Modern State of the Border Infrastructure Development of Ukraine With EU Countries

Abstract

The relevance of research topic is caused by the desire of Ukraine to become a full member of the European Union. The process of joining Ukraine into the European integration space requires coordination of efforts to development of cooperation with the EU and in the first place with the Ukrainian neighbors. Since the development of the border region is directly dependent on the state of its infrastructure it is important to define the features of border infrastructure development of Ukraine in the context of EU enlargement. Purpose of the article is a study of current state of border infrastructure of Ukraine, clarifying the problems of its development, identifying ways of improvement and further development in terms of enlargement of the European Union. The method of system analysis has been used for analyzing the border activities of Ukraine, the differences between the state of border infrastructure of Ukraine and the EU have been defined due to the comparison method, the method of forecasting has been used while determining the ways of improving the infrastructure in Ukraine. The importance of the development and functioning of border and customs infrastructure in Western region of Ukraine has been estimated. The specifics of border territories have been predetermined by their transit capacity that requires a special approach to building the infrastructure elements. Primarily the increase of the capacity of border infrastructure, communications, possibilities of servicing much larger goods, transport and people flows. It is impossible to implement customs control and customs clearance of goods, counteraction to smuggling, creation of favorable conditions for accelerating trade without a developed customs infrastructure. The problem of border infrastructure activity is detected (an insufficient amount of checkpoints, inappropriate level of construction and low bandwidth situations), which weakens the competitive position of our country on the market of transit transportations. In order to solve existing problems and to carry out transit functions of the state and to improve the indicators of their realization it is necessary to provide adequate funding for the transportation field first. For the improvement of the efficiency of the implementation of the state policy in the field of security of the state border it is important to implement integrated border management. The increasing of the effectiveness of the use of production and social elements of infrastructure border territories will facilitate the accelerated crossing of exported and imported goods through the bordering territories. Ukraine's transit potential has high prospects and value, its effective implementation will enable to additionally obtain significant financial resources, to occupy a worthy place among the leading transit countries, to take advantage of its geopolitical and geo-economic location. The scientific novelty of the research is to determine the real assessment of the state of Ukrainian border infrastructure in terms of the EU enlargement. Scientific and methodological recommendations have been developed, aimed at identifying factors for improvement of border infrastructure development. The practical significance of the paper is that the research results can be used to analyze cross-border cooperation and to develop recommendations for the improvement of border infrastructure between Ukraine and the EU.
