Bases of Regulation of Social Development of Ukraine

The relevance of the research topic is due to the need for a systematic solution of the problems of state regulation of social development in the context of global transformations of the national economic system, accompanied by a decrease in the quality of life, worsening of social security of the population. Consequently, social development is an important integral element of the social and economic development of the state and requires a comprehensive study on the principles of a systematic approach. The purpose of the article is to comprehensively study various aspects of social development in Ukraine, identify its main problems and outline possible ways to overcome them. The analysis of the regulatory and legislative framework and numerous researches of scientists in the field of social development made it possible to systematize the components of the state social policy concerning the areas of: income, social services, housing and communal services, transport services, health care, etc. It has been shown that in Ukraine the institutions are regulated both as a sphere of direct definition of the level of social security of the population, and as supporting ones. The main tasks of social policy have been defined: provision of the population with state social standards and guarantees, regulation of the labor market, counteraction to unemployment, regulation of wages, pension and social insurance management, development of social and labor relations, provision of targeted social assistance and social services to different categories of citizens. Social development is considered as a strategic priority of Ukraine's social and economic progress, which covers issues of citizens' livelihoods and their social security. The scientific novelty of the research is to formulate the author's interpretation of social development as a dominant component of social and economic growth of the state, which determines the measure of social security orientation and the use of economic development potential in order to form and implement human capital as an inalienable resource and the prerequisites for the effectiveness of the functioning of the national economy and ensuring its social, demographic, macroeconomic, industrial, innovationinvestment and other security components. The practical significance lies in determining the main target benchmark as a result of the social policy of the state, which should be consistent with the needs of the economy.
