The emergence of an acute need for rethinking the universal human life values, the attitude of society towards neglect, vagrancy, drug addiction, juvenile crime, social maladjustment of the younger generation, and an increase in the number of children with deviant behaviour, have led to the creation of a new look at the issues of preventive education, its conceptual foundations, and the definition of strategies in the system of education. The basis of preventive education lies in the following conceptual factors, such as the purpose and aim of preventive education; a system of the professional activity values; the basics of practical orientation study; principles, forms, methods, means and pedagogical technologies used in preventive work. It should be noted that preventive education is conditioned by the needs of society during preservation and development of a socially active, healthy personality, needs of a young person in their pursuit of aspirations for socially oriented lifestyle, the necessity for creating the conditions for students' satisfying of personal aspirations and support of their rights and freedoms, including the protection from manifestations of destructive behavior, a humanistic attitude and the necessity to help the children and the young who were in a crisis situation. The concept of preventive education of children and young people in the educational system of Ukraine defines the basic functions of preventive education, namely, the diagnostic and prognostic function (analytical work on identifying the causes and conditions of behavior deviations of the child), corrective and rehabilitative functions (use of optimal corrective care, rehabilitation and overcoming negative manifestations in behavior, establishing relationships for a positive way of life), educational and advisory function (using modern technologies to provide optimal educational prevention and neutralization of overwhelming information on the types and forms of negative phenomena), organizational and methodological function (working out and implementation of inter-branch research projects on preventive education, searching the factors of minors' negative behavior and developing measures for its prevention), integrative and educational function (collection, exchange, analysis, adaptation, generalization and implementation of domestic and foreign experience of preventive practice).
