State regulation of innovative development of the educational industry on the basis of strategic management

The article considers the key aspects of the application of strategic management in the context of state regulation of the development of education in Ukraine in the current conditions of decentralization and the formation of public administration. Theoretical aspects of formation of new mechanisms of state influence on reforming of educational branch of Ukraine, formation of effective system of management of innovative development of education of Ukraine in modern conditions of decentralization and formation of public administration on the basis of European experience are analyzed. The main tasks for the development of intersectoral partnership in the current conditions of education reform in Ukraine are outlined. At the same time, the condition for effective education management is a balanced distribution of powers, rights and responsibilities of education and science at the national, regional and local levels, regulation of the mechanism of relations between executive authorities and self-government to ensure the functioning of the education system as a whole and a specific educational institution in terms of decentralization of management and social change in the formation of state educational policy, educational, research, methodological, financial and economic activities within the powers defined by current legislation. It is noted that the scientific and theoretical substantiation of innovative development of the educational sector on the basis of strategic management, development of recommendations for effective management in education in general as a priority of state educational policy of Ukraine in modern modernization of education and decentralization. It is determined that the system of strategic management of education development provides for the implementation of strategic measures at the national, regional and municipal levels, each of which determines the list of administrative, financial, economic and other instruments, resources that will contribute to effective regulation of education. The list of problems of objective and subjective nature of innovative development of the educational branch on the basis of strategic management at the present stage is outlined
