Abstract

Public services can be characterized as services provided for the well-being of the whole society. Increasingly, the governments of developed countries are transferring the functions of providing services to non-governmental organizations. In this context, for Ukraine as a country with a transitional economy, it is of particular importance to study the advanced experience of countries with developed economies. Taking into account the European integration vector of Ukraine's development, the experience of the EU in the field of financing public services is considered for implementation into domestic legislation. The purpose of this article is to study the features of the institutional mechanism for financing public services in the EU member states. The main tasks include: analysis of the basic regulatory documents of the EU in the field of financing public services, identification of key financing instruments specific to the EU member states. Methodological research tools are general scientific and specific methods: bibliographic analysis, retrospective analysis. For the first time in the article, a vision of the main models of financing public services in the EU member states is formed by analysing such components of the institutional environment as legal regulation, financing instruments and assessing the effectiveness of service delivery. The experience of the EU member states demonstrates the social orientation of modern public policy despite the existing negative trends towards a reduction in the volume of funding for services provided by the state. The author of the article justifies that the state and volume of financing of public services depend on non-financial factors. This is confirmed by the practice of the EU, which shows that the governments of the member states are still facing challenges related to the financing of public services, in particular, an aging population, an increase in health care costs, the promotion of increased requirements for education in the context of the modern paradigm of human development, etc.
