FUNCTIONING OF INQUIRY UNITS OF THE NATIONAL POLICE OF UKRAINE: ON THE DEFINITION OF FUNCTIONS AS AN ELEMENT OF ORGANIZATIONAL PRINCIPLES

The article analyzes some functions of the inquiry units of the National Police of Ukraine, which are an element of the organizational principles of the respective units. The concept of functions as an element of organizational principles and their legal support in the context of the functioning of the investigation units of the National Police of Ukraine is studied. The essence of functions of inquiry units of the National Police of Ukraine is clarified, that the essence of functions as an element of organizational bases of functioning of inquiry units of the National Police of Ukraine consists in basic elements and directions of its functioning, directs its further development, allows revealing probable gaps in functioning and developing ways of their elimination. The author more deeply, in the context of the study, determined that certain functions, given in the main content of the article, allow achieving a number of goals set before the units of inquiry, for example: more effectively monitor the positive and negative trends in the system of pre-trial investigation of criminal offenses and, if necessary, make objective and balanced proposals to optimize the work of the institution; to form human resources, which is a complex and multicomponent process and is the key to effective work of all employees of the body and, at the same time, a guarantee of systematic and continuous development of each individual in its composition and the unit as a whole. At the same time, the author draws attention to the fact that the ratio of speed (in the context of compliance with deadlines) and the quality of pre-trial investigation of criminal offenses should be proportional. This function, supported by regulations, is one of the most fundamental, and its implementation is aimed, in particular, at the provisions of the Criminal Procedure Code. The further steps of the scientific research which is offered to be carried out concerning deepening of the theoretical and legal analysis of essence and the maintenance of functions of divisions of inquiry as an element of organizational bases are also defined.
