METHODOLOGY OF DETERMINING THE RATIONAL VARIANTS OF THE TRANSFER OF THE NATIONAL GUARDIAN GUARD OF UKRAINE TO THE OPERATIONAL ACTIONS AREAS FOR THE IMPLEMENTATION OF OBJECTIVES FROM THE PROTECTION OF PUBLIC SAFETY

The article describes the methodology for determining the rational option of regrouping of the National Guard of Ukraine forces into operational areas to perform the public safety tasks in the regions of the country where riots of a violent nature take place. The methodology comprehensively takes into account: the dynamics and complexity of the operational situation in the regions of the country; the priorities of areas of operational actions; time and resources cost indicators during regrouping of the forces into the operational areas; assessments of the risk of losing control over the areas of responsibility of military units that allocate their reserves to the Task Forces in the crisis regions; the number of reserves allocated by military units to the deployed Task Forces; the number and size of the deployed Task Forces. Using the methodology the decision maker has the opportunity to produce several options of regrouping of the Guard's forces, being rational in the operational situation that has developed and is predicted in the territory of the country. It is expedient to use the elaborated methodology in practical work of the bodies of military command of the National Guard of Ukraine during decision-making process to deploy the Task Forces in several crisis regions where riots of violent nature take place at the same time.
