THЕ SYSTEM OF INDICATORS AND CRITERIONS OF OPTIMIZATION PROCESS OF REGROUPING THE FORCES OF THE NATIONAL GUARD OF UKRAINE TO THE DISTRICTS OF OPERATIONAL ACTIONS WHEN THE EMERGENCY SITUATIONS OF A SOCIAL NATURE ARISE

Scorecard (indicators) was developed. They characterize the process of regrouping of forces of the National Guard of Ukraine to the districts of operational action. A partial and vector criteria of optimization were presented in the informal view. They were developed on the set of proposed indicators. Application of defined criteria provides the ability to optimize the plan of regrouping forces of the Guard to the districts of operational actions in accordance with the advantages of military authority which established based on the nature of the aggravation of the operational situation in different regions of the country.
