Abstract

International agreements and national constitutions have recognized social and economic rights, with certain systems, and what their systems allow, but the most important thing is the existence of some means and measures that lead to the realization of the prevailing systems in them, as well as the guarantees that have been created and ensure their respect. The principle of legality is based on the actions of public authorities and is governed by a pre-determined legal framework before that. In order for an idea to be realized and subject to the principle of law, and here it is based on a basic framework, which is the principle of gradual legal action, because this gradation is capable of building the legal base, and it would be on a solid and specific basis. The legal rule consists of a serial link to the legal system, and all of them are not in the same rank in terms of value and legal force, but are graded among themselves in order to be in a higher rank than others. The order of legal rules, that is, regulations, issued by the administrative authorities, and the gradation continues until it reaches the individual rule. Constitutions have endorsed the rule of law and the principle of legality because it is a great guarantee of the rights and freedoms of individuals in the face of public authorities. The Federal Constitution of the United Arab Emirates affirmed that, in implementation of the principle of legality and gradualism.
