Abstract

The article reveals a retrospective analysis of the development of monitoring the quality of higher education. Important principles of the Bologna Declaration for educational institutions have been identified. Teachers first turned to monitoring in the 1930s, when the Progressive Education Association in the United States used it to study the state of the educational process in secondary schools. Since the second half of the 1950s, evaluation as a tool for studying the education system has also spread in Europe and in the 1960s. the concept of "monitoring" was introduced into scientific circulation. In 1999, the first organization in the field of professional assessment and selection was established in Ukraine - the Center for Testing Professional Competence at the Ministry of Health of Ukraine, in 2005 the Ukrainian Center for Educational Quality Assessment was established with regional units. TIMSS technology. The signing of the Bologna Declaration in 1999 marked the beginning of the NWF process in the European region. Ensuring the monitoring of the quality of higher education was the goal of signing the Bologna Declaration, which, adopted by the Ministers of Education of the ENQA Bologna Process on 19 September 2003, developed "Standards and Recommendations for Quality Assurance in Higher Education in the European Higher Education Area". internal and external evaluation and guarantee of the quality of education and accreditation of European agencies for the evaluation of the quality of education. The components of the system of ensuring the quality of educational activities and the quality of higher education of higher education institutions (HEIs) in the XXI century are revealed. The driving force behind the quality assurance of higher education is the National Agency for Quality Assurance in Higher Education (NAME), which is gaining the capacity to implement state policy in higher education, meet current challenges and catalyze changes in higher education in Ukraine
