Formation of the state educational policy regarding the content of the activities of pedagogical workers in the context of modernization of professional (vocational and technical) education

Abstract

The article considers some issues of formation state educational policy on the content of teachers in the context of reforming and modernizing vocational (technical) education, decentralization of governance and the formation of public administration of education in Ukraine, which takes into account international experience and Ukraine's participation in the European educational space. It is established that the state educational policy on the content of activities pedagogical workers of vocational (vocational) education is formed under the influence of the following factors: the relationship between improving the quality of vocational (vocational) education with the competence of teachers of vocational training and masters of industrial training of vocational (vocational) education; intensification of competition in the market of educational services and the labor market, which affects the growth of competition between teachers; conditions for professional development of teachers and masters of industrial training; new requirements for the content of the activities of pedagogical workers by applicants for professional (vocational) education and employers, customers of training. The experience of European countries is considered, where the development of the staff of educational institutions is considered an important factor of activity and the prestige of the educational institution. It is proposed, taking into account global educational trends, to create opportunities for professional development of teachers in the context of reforming and modernizing professional (vocational) education in certain areas. It is proved that the transformational directions of state education policies aimed at qualitative renewal of education provide in the content of the activities of teachers of vocational training and masters of industrial training to increase the orientation of education process of active acquisition of knowledge, skills and abilities by students, education of their ability to form their own opinion, open, independent, creative thinking. This approach possible under conditions of achieving the optimal ratio between the number of teachers and students of vocational education, optimization of the set of disciplines, interdisciplinarity, the close connection of academic disciplines with socio-economic, political and global issues, specific requirements. It is established that the main factors hindering the development of professional (vocational) education should also include the low level of prestige of pedagogical work and the lack of quality training of teachers of vocational training and masters of industrial training. Emphasis is also placed on improving the professional development of pedagogical staff of vocational (vocational) education on the example of Golovinsky Higher Vocational School of Non-Metallic Technologies of Zhytomyr Region. Professional growth of a teacher of vocational (vocational) education and the formation of his competitiveness is seen as the development of a set of personality traits necessary for a high level of professional activity
