Abstract

The science of public management brings together a set of principles that are considered fundamental to the management and execution processes in public institutions, to have well-defined basic coordinates and to achieve coherence between conception, decision and action. The content of public management principles is determined by the public sector and adapted to the public sector, so that their knowledge and integration into public management by public managers and policy makers becomes, at the same time, a necessity to be supported by all decision makers. In the context defined by the new public management, the integration of principles is not only an essential condition, but also an urgent need for real public sector reform. It can be said that there are some fundamental principles of public management that by applying them can create the premises for efficient management in the public sector, based on specific laws. Also, the integration and consolidation of principles in the public sector, can generate a new type of public management, based on fairness, meritocracy, with long-term beneficial effect on both the state and society as a whole.
