Abstract

Introduction. In recent years, it has been established that in connection with the intensification of the digitalization of social and industrial processes, the requirements for the professional training of IT specialists are changing – both of an intellectual and moral-ethical and value nature. Analysis of state standards in the field of knowledge 12 «Information technologies» indicate obvious gaps in terms of the formation of axiological culture and deontological type of thinking. Taking this into account, special attention to the issue of the formation of value-deontological competencies of future specialists in the IT industry in the process of professional training is justified. There is every reason to conclude that the professional requirements for a modern specialist, including an IT specialist, reflect professional competencies in a concentrated form, as an integral unity of knowledge, abilities, skills, ways of thinking, views, values, and other personal qualities. Purpose. According to scientific developments, competence is considered the ability to successfully respond to individual and social needs, act and fulfil assigned tasks. Significant for our research is the approach of the Ukrainian scientist Volodymyr Lugovoi, according to which the content of competence includes, as equally important, cognitive and operational-technological components, as well as motivational, ethical, social and behavioural components. After all, it is precisely through the essential understanding of the concept of «competence» that in further research we will clarify the place of the value-deontological component in the system of professional requirements for a modern IT specialist and clarify the essence of the phenomenon of value-deontological competences of a modern IT specialist. Methods. Analysis, studying regulatory documents, educational programs, concretization, comparison, and studying of pedagogical experience were used. Results. To solve the task of determining the place of the value-deontological component in the system of professional requirements for a modern IT specialist, normative legal acts in the field of education that regulate the content, nature and tasks of national education, in particular its humanitarian and spiritual components, are of particular importance, because the Law of Ukraine «Higher education» directly defines that higher education, among other things, includes moral and ethical values, and competence, as the ability to conduct professional activities, arises based on formed ways of thinking, views, values, and other personal qualities. The law defines the highest value for the national educational space – a person, as well as values related to a person and humanity (intellect, creativity, self-realization, civic position, altruism). The specified regulatory legal act appeals to the necessity and relevance of the axiological component of the educational process; however, the issue of values is not detailed in them. Originality. The result of the analysis of scientific potential and legal acts in the system of higher education requires the formation of an axiological culture and deontological thinking as a guarantee of conscious and effective adaptation to new educational and, more broadly, socio-cultural realities, which is characteristic of the European integration space. Conclusion. Therefore, competencies are currently included in national and international legislation (in particular, European) among the prerequisites for successful life strategies. It is the professional competencies that reflect the professional requirements for a modern specialist, including an IT specialist, in a concentrated form. We see the prospect of further scientific research in clarifying the essence and structure of the phenomenon of value-deontological competencies of a modern IT specialist.
