Abstract
The problem of achieving the established goals of punishment in modern society seems to be a key problem of criminal law policy, since it is these goals that determine the effectiveness and essence of criminal law itself. The goals of criminal punishment are understood as social results, the receipt of which is pursued by the implementation of punishments in the criminal law. However, when these goals are achieved, various problems arise that arise from the process of initiating a criminal case. The article will examine the history of the institute and the stages of criminal proceedings.
