Abstract
The article explores the role of the circular economy cluster as an institutional mechanism for supporting the green and digital transition. It substantiates that the cluster-based approach promotes cross-sectoral cooperation, accelerates the greening of production, and facilitates the implementation of digital tools in resource management. Using the case of a territorial community, the article illustrates a localized circular model and the development of a complete value chain based on the reuse of PET waste. It presents European examples of circular economy clusters operating within the frameworks of the European Green Deal and identifies pathways for adapting such practices in Ukraine. The article proposes approaches to strengthening public-private partnerships, developing human capital, and expanding digital infrastructure within cluster models to ensure a resilient transformation of the Ukrainian economy.
