REGULATORY METHODS OF EFFECTIVE CONSTRUCTION MANAGEMENT BASED ON PLANNING OF TERRITORIES

Current state building standard SCN 360-92** ?Planning and development of territories of population area? does not perform its primary function of construction management during project construction works, because their development and construction works were carried out during of their development in conditions of administrative-planned system of construction management, implementation of construction works by service of a single customer, the design of residential area of housing construction without private property rights for land area. All this determined the peculiarities of the rationing planning and building of territories, not tied to the land area of a specific construction project. Methodology. To provide the implementation of the national engineering and construction works to the technical standards of the European Union, elimination of corruption schemes in construction management, it is necessary correcting and improving of state construction norms on planning and development of territories of population area with the definition of the limit indicators of construction land area reclamation. Conclusion. The new postulates for the management of construction works to provide sustainable urban development are determined. The need of renewal standard baseof territorial planning of construction is determined in countries with economies in transition in accordance with the standards of planning the construction in the countries of the European Union. Originality. The comparative analysis of normative-legal documents of some countries is shown . Practical value. Include proposals for the regulation of construction use of land area for development are proposed.
