Abstract

The subject of the paper is to analyze the European experience of the distribution of budget expenditures. The aim is operating time of proposals for priority allocation of budget expenditures in Ukraine. The methodology of work. Work carried out on the basis of analysis of the distribution of the EU budget expenditure in the post-socialist countries. The results of the work. It is proved that the distribution of budget expenditure in accordance with the declared priorities of the European Union. Expenses primarily focused on the development of agriculture and regional policy. Within the framework of regional development policy in the countries funds aimed at the development of transport infrastructure, overhaul and construction of Railways, environmental projects. Some fraction of the cost goes to projects in the field of education and scientific research in health care. Conclusions: Capital expenditures of the EU budget can be roughly characterized in several ways: the cost of human development, regional development, spending on agriculture and innovative development. Can identify the following criteria for the allocation of costs: the presence of external effects, high economic and social efficiency, a high level of innovative projects that promote the integration of the recipient country means in European and world economy, the presence of clear criteria for cost-effectiveness.
