Abstract

The article exposes Armenia’s terrorist policy of environment and culture and the mechanisms of its implementation on the basis of certain facts and arguments. The responsibility of state terrorism against the peaceful solutions to Armenian-Azerbaijani and Nagorno-Karabakh conflict is put directly on Armenia. The interested parties that support that country simultaneously by different ways and the international community as an outside observer in most cases must share the burden of this responsibility. The article stresses that decisive measures should be taken against organizers of terrorist acts and those states that defend and support the international terrorism and implement the state terrorist policy, successive and complex fight must take place. The author came to such a conclusion that this process should be grounded on some significant principles; irreconcilable struggle must be carried on against terrorism with an attempt of adding religious and ethnic colouring. Terrorism has neither national nor spiritual values, the combat against terrorism must never have the approach of “double standards”, the division of a terrorist into “good” or “bad” must be averted, the “everywhere and always” principle must be followed in the combat against terror. This principle applies to seeking and catching the criminals, and taking strict measures in punishment, sanctions for concerted actions must be applied against the terrorists from the territories of other countries, extremist and separatis tacts and against those countries who support such acts in any form.
