DEVELOPMENT AND IMPLEMENTATION OF STATE COMPETITION POLICY

Background. Presented scientific article is devoted to research of the theoretical foundations of the development and implementation of competition policy in the contemporary economy. Topicality of this subject is revealed through the need for modernization of the national economy by finding new methodological and practical tools that will allow at present to increase the effectiveness of competition policy of the state. Review of scientific sources on selected problems showed that conducted researches of the processes of competition and competition policy had identified a number of acute problems. Majority of existing scientific developments have focused mainly on research of theoretical principles of competition policy in general. However, the issues of designing and implementing a balanced competition policy have been studied not enough in the scientific literature and needs further research. Results of research. A key element of the work carried out in research is substantiation of necessity of a clear distinguish between process of development and implementation of competition policy. It has been indicated that the scientific approach to the development of competition policy implies compliance to the systematic principle. Also in the article we found that for effective implementation of competition policy in Ukraine is necessary to establish a balanced system of objectives and instruments of competition policy, and the establishment of monitoring and forecasting the level of competition on the major commodity markets. Complementing the work is the detailed theoretical analysis of the essence of "competition policy." The author noted that the effective design and implementation of state competition policy its essence should be considered in the broad and narrow senses. Conclusions. The author noted that the conducted research can contribute to a more complete study of the essence of competition policy and also can be a partial basis for development of the strategy of competition policy.
