Abstract

Public Procurement in Ghana has undergone several reviews since independence with the passage of numerous financial and legal instruments. These have come in the form of constitutional, legislative instruments, administrative instructions and financial circulars. The objectives of the research was to determine the extent to which the Public Procurement Act 2003 (Act 663) is complied with in procuring goods, works and services, identify some of the challenges associated with using the Public Procurement Act (Act 663) in procuring goods, works and services, find out how Procurement information is disseminated at Kumasi Polytechnic and also identify the element of transparency or the lack thereof in the processes of procuring goods, works and services at Kumasi Polytechnic. Methodology used was questionnaires, interviews and observations to collect data for the research work. The study found that to a large extent, Kumasi Polytechnic adhered to the rules and regulation of the tendering process. Though the study concludes that the public procurement act has brought some sanity into the procurement process at Kumasi Polytechnic.
