Abstract
The analysis of approaches to achieve the desired quality of energy systems based on the cycle of continuous improvement. An approach to saving of energy and recourses communal energy due consideration of the interrelated issues of energy consumption, energy use and energy management.Shows the formalization of the individual components of the principle of "three E" with a subordinate set of processes and their variables. To assess the degree of interconnection of separate components of the principle of "three E" used a Venn diagram, which shows the intersection of two sets general properties or perform tasks, and the intersection of three sets - the achievement of the required energy efficiency energy saving facility. It is shown that in order to achieve the required level of energy efficiency of buildings, you must first implement automated monitoring and control. Are shown embedded in the practice of the operation of engineering systems of the institution examples of individual components of the principle of "three E" and their interactions at energy saving in the form of an automated system for remote control and information systems heat consumption of the energy monitoring.
