Abstract
The main question that we discuss in this article: can is moving the Ukraine to the new model of public administration quickly and efficiently. Is change possible in Ukraine completely control system which was laid by the Soviet authorities. Is it possible to change the system throughout the country, and what the consequences after the transition to European standards. Is it possible to change the consciousness of the population and convince the community of the necessity of the presently processes. It is also necessary to explain that the Soviet model of power can no longer exist in the circumstances prevailing in the country.Public administration, implementation and improvement of which was previously the exclusive preserve of the national state is largely affected by external factors. For European countries, this effect is primarily associated with the formation of the European Administrative Space (EAS). This article explores the concept, nature and origins of the formation of public administration. We study its structural elements are analyzed specific features and its principles. The article is analyses the main characteristics and features of the mentality of the Ukrainians.
