In the article proposes recommendations for improving the legal framework of national innovation system of Ukraine as a draft new edition of the Concept of development of the national innovation system of Ukraine (for the period 2016 - 2026 years) in order to actualization of the Concept, updating of its contents according to modern opportunities and threats (constraints) of a global nature, domestic factors that form the prospects of national economy, State and society, and which are the result of processes that took place in the political, legal. social and economic spheres of Ukraine.
