Abstract
The essence and characteristics of cross-border migration of the rural population are researched. The role of cross-border commuting of the rural population and possibilities to reduce the risks of emigration due to its activization are defined. The attractiveness of temporary employment of rural population in the bordering regions opposed to the medium and long-term migration is pointed out. The list of transaction costs in labor migration is grounded, and focus on reduction of their level due to cross-border commuting in the border regions of neigh-boring countries is made. Barriers to the development of cross-border labor markets and to activization of participation of rural population in them are analyzed. The recommendations for maximum use of cross-border commuting and minimization of its negative effects are offered.
