Main constituents of state administration mechanism of «new life» (in the conditions of decentralization of the power)

The recommendations and proposals for the formation of the leading components of the polity "life in a new way" which based on global, national and regional dimension of human development in Ukraine are substantiated in the article. Capabilities introduction of PPB (Prognostication, Programming, Budgeting) human development in the region and the country as a whole are disclosed. Expendable powers of local authorities (region, district, city, town and village) in the social and economic development of regions and territorial structure of reproductive processes in need of decentralization of power are identified.
