ОСОБЛИВОСТІ РЕАЛІЗАЦІЇ Е-ПЕТИЦІЙ В УКРАЇНІ ЯК ІНСТРУМЕНТ УЧАСТІ В УПРАВЛІННІ ДЕРЖАВНИМИ СПРАВАМИ

Objective. The objective of the article is to suggest the ways to improve legislation on persons' appeal to state and local authorities, and their officers and officials to avoid narrowing the rights of persons without citizenship, entrepreneurs, associations of citizens and legal entities for e-petitions submission. The author's approach to understanding the right to petition as a part of the constitutional right to participate in public affairs is formed. Methods. Legal analysis about legislation of petitions was made and ways for na-tional legislation improvement in the field of arising quality of petition and responses for them were suggested. The statistic and thematic analyses of e-petition and answer for e-petition were made. Results. The conclusion is made that all the subjects of relations which appear dur-ing realization the right to petition have to understand their own responsibility for the meaning of petition text and responses. For arising quality of answers on petition was sug-gested to ensure the possibility of second applying with petition in case the answer for pre-vious petition was unclear, using only general phrases or the answer was that the petition is redirected to the other state authority without mentioning any terms.
