Abstract

The article analyzes the normative-legal acts of Central bodies of state power and control of the USSR in the first half of the 1920s. It has been determined that the All-Ukrainian Congress of Soviets of workers, peasants, Red-army-men deputies, All-Ukrainian Central Executive Committee of the Ukrainian SSR enjoyed the right to make laws and bylaws. At the same time, apart from the All-Ukrainian Congress of Soviets of workers, peasants, Red-army-men deputies, the All-Ukrainian Central Executive Committee of the Ukrainian SSR and Council of People's Commissars of the Ukrainian SSR enjoyed the right to legislative activity. It is proved, that the legal acts were characterized by imperfection, inconsistency, and frequent duplication of standards by different public authorities.
