Abstract
5018 Public Financial Management and Control Law has been one of the concrete reflection of the public administration of the transformation process in our country. With regard to performance management with important regulations that this Act, performance management practices in many Public institutions in our country began to be implemented. Turkish Public Administration at the front that opens the Article 1 of the Law of performance practice "The effective, economic and efficient usage of public resources" demonstrates the necessity of the performance evaluation and control. Law said in Article 5 "in meeting the needs with the production of goods and services of public administration, exercise of economic or according to the social efficiency principles deemed necessary by the cost-benefit or cost-effectiveness of other economic and social analysis is essential" provision gives the task to analyze the performance of Public enterprises .Article 9 of the Law regulates the issues of direct strategic planning and performance based budgeting. Proceedings in the 5018 law, however, the effects of performance management applications, some inferences to be discussed in the light of the literature on conceptual and research and Turkish Public system is intended to achieve.
