Abstract
The paper studied the social aspects of financial support for small business in the conditions of the dynamic external environment as a public policy element. It is proposed to use the analytic hierarchy process in the construction of a matrix of stakeholders A. Carroll. The purpose of this paper is to develop and substantiate the social aspects of public financial support to small businesses through the application of analytic hierarchy process in the construction of a matrix of stakeholders. The object of research are the economic and social relations that occur between the stakeholders. The subject of research are the theoretical basis for the development of small business in Ukraine. The study used such scientific methods: systematic approach, formal and dialectical logic, analysis, synthesis, methods of expert assessments and analysis of hierarchies. Results of the study is to adapt the analytic hierarchy process in the construction of a matrix of stakeholders A. Carroll. Suggestions. It is proved that only a comprehensive approach by the government to coordinate all stakeholders will stimulate the development of small business in the country.
