FINANCIAL POWERS OF BODIES OF THE RUSSIAN FEDERATION

In this work researches of systematization of the principles of differentiation of financial powers between federal bodies of the government, public authorities of territorial subjects of the Russian Federation and local government bodies, between municipal districts and again formed settlements were conducted, and also classification of types of the budget policy of the municipality by a functional sign and signs of a target orientation of measures in the field of management of the budget process, scale and long duration of the purposes and tasks of the budget policy was considered.
