What is the role intergovernmental dealings in the financial and social stability of the region and the country? Why in different countries intergovernmental dealings are formed in different ways? To answer these questions in this article describes the features of the formationof interngovernmental dealings, it's dependence of the type of budgetary system and the type of budget federalism, the types of intergovernmental transfers and their distribution in the Russian Federation on the example of St. Petersburg.
