This article deals with the process of transformation of statistical accounting in the context of the evolution of administrative and governmental structures. Attention is paid to the individual stages of national development and construction. Identified and updated features of the Old Russian state and the period of feudal fragmentation in the formation of statistical data; mechanisms for collecting statistical data during audits and the first census.
